Overview

Highways & Roads Market Sector Director at HDR. The Market Sector Director leads HDRs Highway & Roads market sector, the largest market sector, representing nearly $1B in annual revenue globally. The H&R market sector includes clients that own and operate highways, toll roads, city, town and local roads, and bridge structures. Primary professional services include bridge and highway design, traffic engineering, transportation planning and tolling services.

An understanding of H&R clients, their funding and revenue streams, and their existence within state, federal, and local governmental structures, is the foundation of this role.

Primary Responsibilities

The Market Sector Directors responsibilities fall into three areas:

  • Market leadership and business development (approximately 70%)
  • Staff development (approximately 20%)
  • Support to Operations (approximately 10%)

Key duties include:

  • Set the vision for HDRs strategy to expand services to the market sector and coordinate with regional leadership to implement growth initiatives.
  • Serve as the Client Manager for selected key clients within the market sector.
  • Engage in selected projects as Principal-In-Charge where appropriate.
  • Promote HDR services to clients in the market sector, working with client managers.
  • Participate as a member of the Transportation Business Group Management Team.
  • Collaborate with Regional Business Group Directors on area goals and market sector initiatives.
  • Drive client development and pursuit processes using proven capture techniques with client managers and business development leaders.
  • Support selected areas and strategic pursuits through client relationship development and pursuit activities.
  • Engage with industry associations at a leadership level and represent HDR in industry organizations.
  • Identify key investments (acquisitions and technology) to maintain or grow HDRs leadership position.
  • Monitor marketing capabilities and ensure alignment with departments to achieve goals.
  • Develop relationships with industry counterparts and senior leadership in key client organizations.
  • Represent HDR with industry partners and organizations across regions; explore strategic partnerships and potential acquisitions as part of HDRs growth strategy.

Staff Development

The Market Sector Director leads an organization focused on delivering for clients, winning work, and providing growth opportunities for staff. Responsibilities include recruitment and development of market sector personnel.

  • Manage Global Market Sector P&L in coordination with local area managers and coordinate work-sharing across departments.
  • Coordinate with business class directors to drive technical excellence and support project delivery and marketing efforts.
  • Plan staffing and recruiting for key hires and approve all key/strategic hires.
  • Participate in annual performance conversations for key market sector leaders.

Support to Operations

Assist Regional Business Group Directors and area managers in delivering professional services for area projects within the market sector. Responsibilities include client management, monitoring market sector P&L, evaluating staff assignments, promoting work-sharing, ensuring project delivery, and supporting QA/QC programs.

  • Monitor market sector performance indicators (NFE/NFB, profit, unbilled revenue, AR, losses, investments).
  • Ensure effective use of resources and apply staff expertise to area projects.
  • Assist with contract reviews to manage risk, staffing, quality reviews, and claims resolution.
  • Promote QA/QC and share lessons learned across programs.

Qualifications

Preferred Qualifications
  • Minimum 20 years of experience in planning/engineering in highway design or bridge design
  • Professional engineering license or equivalent
  • Current or past leadership positions within highway/road industry associations (e.g., AASHTO, IBTTA) globally
Required Qualifications
  • Bachelors degree in Engineering or a closely related field
  • At least 12 years of industry experience including leadership
  • Strong written and verbal communication skills
  • Strong client management, client development, and a track record of growing/leading a practice
  • Strong business skills, including budgets, staff, and operations management
  • Ability to analyze the marketplace and strategically position HDR
  • Commitment to HDRs employee-owned culture
